Yes it looks like the wrong bead is in the wrong place, L20 nad L21 are reversed.

The wattages I gave in my last post were wrong.

I wasn't paying attention to the range setting on my power meter. I thought I was getting 48 or 49 watts out; however, I was really getting 4.8 or 4.9 watts. (I should have figured this out before now; the heat sink wasn't even getting warm.)

So, all the contacts I've made so far were made with less than 5 watts!

After tweaking the bias adjustments, now I'm getting about 15 watts on 10 or 12 meters (and 0 watts on 6 meters). Oh well, it's time for some systematic troubleshooting of the OBPA.
